| The firm was founded in 1992 by Paul H. Amundsen, who left his large
law firm background to open his own administrative, environmental and health
care law office. In 1994, Richard W. Moore joined the firm bringing
experience in all facets of environmental law. Julia E. Smith joined
the firm in 1997 and the firm took its present name more recently when
she became a partner in the firm. Richard W. Moore remains
Of Counsel to the firm, providing valuable support and experience, particularly
in the areas of environmental and land use law and mediation.

has successfully represented fertilizer manufacturing plants, mining interests,
wood products manufacturers, agricultural interests, condominium and homeowners
associations, religious organizations, hospitals, nursing homes, assisted
living facilities, hospices and home health agencies both in litigation
and a variety of regulatory matters. This experience includes federal
and state agency rule making, certificate of need, Medicare/Medicaid reimbursement
and permitting, licensure and enforcement matters. In this capacity,
the firm has practiced before state and federal trial courts, appellate
courts, and the Division of Administrative Hearings.
